Under the Go Blue Guarantee for the 2026–27 academic year, the University of Michigan publishes clear commitments for Michigan resident undergraduates. Michigan is the only public university in Michigan that covers 100% of demonstrated financial need for eligible Michigan residents.
Scholarships and grants cover at least the full cost of tuition and mandatory university fees for up to four academic years. Aid may combine Federal Pell Grant, Michigan Achievement Scholarship, and Michigan-funded institutional scholarships.
Beginning 2026–27, eligible Go Blue Guarantee students enrolled in the School of Nursing or in select teacher preparation programs in the Marsal Family School of Education receive coverage for the full cost of attendance, including housing.
The Go Blue Guarantee applies to Michigan resident undergraduates pursuing a first bachelor's degree at the Ann Arbor campus, enrolled full-time (12+ credits), and maintaining Satisfactory Academic Progress. Students must submit the FAFSA and apply for financial aid by the priority application deadline each year; income and assets are re-verified annually. Michigan's Board of Regents raised the income threshold from $75,000 to $125,000 in December 2024 and expanded the program to cover full cost of attendance for Nursing and teacher preparation programs in 2026. Since 2018, more than $181 million has been awarded to students on the Ann Arbor campus through the Go Blue Guarantee.

What is available to nonresidents: need-based financial aid based on individual circumstances, merit scholarships awarded through the general admissions review, and federal aid programs including the Pell Grant. Michigan does not publish an income-tier commitment for nonresident undergraduates comparable to the Go Blue Guarantee. Tuition & fees are $18,896 for Michigan resident lower-division undergraduates and $67,096 for nonresident lower-division undergraduates. Cost of attendance adds estimated living expenses ($17,220 based on the unlimited basic residential meal plan), books and course materials ($1,220), transportation ($400), and personal expenses ($2,458) for total cost of attendance of $40,194 for residents and $88,394 for nonresidents. Michigan publishes higher tuition and total cost figures for upper-division (junior and senior) undergraduates and for students in certain programs including Stamps School of Art & Design, Taubman College of Architecture and Urban Planning, Dental Hygiene, and business administration. The 2026–27 rates were approved by the University of Michigan Board of Regents on June 25, 2026 as part of a $3.1 billion FY 2027 general fund budget for the Ann Arbor campus, reflecting a 3.0% combined tuition and fee increase for resident undergraduates and a 4.9% increase for nonresident undergraduates and most graduate programs. Michigan's Board approves tuition rates each June, and figures for future academic years are subject to change.
The Go Blue Guarantee statements shown in the section above are Michigan's own current published aid policy, as posted on the Go Blue Guarantee (Ann Arbor) site and the U-M Office of Financial Aid Go Blue Guarantee Eligibility page. To qualify at Ann Arbor, students must be Michigan residents pursuing their first bachelor's degree, enrolled full-time (12 or more credits per semester), from families with annual income of $125,000 or less and assets of $125,000 or less, and must file the FAFSA by the priority application deadline each year. Aid may combine Federal Pell Grant, Federal Supplemental Educational Opportunity Grant, Michigan Achievement Scholarship, institutional scholarships, and non-U-M tuition scholarships. The program covers tuition and mandatory university fees for up to four academic years (eight fall/winter semesters); students who exhaust their eight semesters may still qualify for other need-based aid. Continuing students must meet Satisfactory Academic Progress requirements. The Go Blue Guarantee launched in January 2018 with an initial income threshold of $65,000, was raised to $75,000 in 2023, and was raised again to $125,000 effective fall 2025 as announced by U-M President Santa J. Ono in December 2024. In 2026, the program was expanded on the Ann Arbor campus to cover the full cost of attendance — including housing costs and fees — for eligible students enrolled in the School of Nursing or in select teacher preparation programs in the Marsal Family School of Education, and to provide a "Graduate Guarantee" for students continuing to the Master of Social Work program at the School of Social Work who received the Go Blue Guarantee as undergraduates. The Go Blue Guarantee applies only to Michigan residents at the Ann Arbor, Dearborn, and Flint campuses; nonresident undergraduates are not eligible for this program but may qualify for other need-based aid or merit scholarships based on individual circumstances.
